(1) Combine the dry ingredients
(2) Mix well with Milk, then Condensed Milk > heated Butter into a very runny batter
(3) Steam the batter until cooked through (15mins to 20mins, can check if not sticky)
(4) Knead the cooked batter into a dough ball
(5) Chill the dough ball in the fridge (20mins)
(6) Separate dough into 20 parts (~25g each and get ready for filling - buy it or use any creative fillings)
